No, the space could not be excluded. Project teams may refer to LEED Interpretation (LI) 10102 regarding the treatment of incomplete spaces in LEED ID+C projects and BD+C projects using a rating system other than Core and Shell. Also refer to the Getting Started > Incomplete Space section of the LEED v4 BD+C and ID+C Reference Guides. Keep in mind that no more than 40% of the certifying gross floor area of a LEED project may consist of incomplete space, unless the project is using the Core and Shell rating system.

Can we take credit for future tenant work within incomplete spaces in the project?
LEED Interpretation (LI) 10129 allows project teams to take credit for "measures for tenant spaces documented in the tenant's final construction drawings". Please be sure to review the full LI for details. This LI was specifically written for EAp Minimum Energy Performance and EAc Optimize Energy Performance. GBCI has also approved its use for WEp/c Indoor Water Use Reduction. Can we take credit for future owner work within incomplete spaces in the project?
For WEp/c Indoor Water Use Reduction, future owner-installed indoor plumbing fixtures may be documented for credit with an Owner commitment letter, signed by the Owner, indicating that the space(s) where credit is documented will be fitted out by the owner, and including the specific technical details to be carried out by the owner (e.g. fixture flow/flush rates and Water Sense labels as applicable).
For WEp/c Indoor Water Use Reduction and EAp/c Minimum/Optimize Energy Performance, LEED Interpretation (LI) 10129 can be extended to future owner fit-outs. The energy or water efficiency measures for future owner fit-out spaces may be documented in the construction drawings as "future" in unfinished spaces if the owner signs a letter confirming that the space(s) will be fitted out by the owner, and verifying that the construction documents will be implemented as designed; that any modifications to the final construction documents will be evaluated for their impact on energy efficiency; and that the overall efficiency savings contributed by the future construction will be maintained between the final construction documents and the construction phase for unfinished spaces.
